Is this really necessary though? If each user has their own profile then just using the installation should pick that up and they would be"sharing" the application on their computer.

We had a customer that this was unacceptable for, so I spoke with MS and convinced them to give us a free E5 and PSTN license, which I used on a dummy account. I pointed the AA at that account and set up team calling to the members of the queue as a kind of poor man's queue while they work on getting this issue sorted out. It got rid of the delay 100 percent. I'm not sure when the delay will be fixed; I had a number of tickets opened related to it and they could never give me an ETA on a fix.

If you hear something different, please reply back here as I'm curious.

If it was configured as a reception user account that just stayed signed in, you wouldn't need to configure hotdesking.

You could also check with test-netconnection through Powershell.

Might want to check for over provisioning on the host - check for long wait times for CPU for example.
